    Before @CFPB the @federalreserve was supposed to enforce consumer protection. Congress required the Fed to regulate subprime mortgages in 1994 under HOPEA. Greenspan's Fed refused believing the market would regulate itself. Those who don't know history are doomed to repeat it.
