The association lands after two years in which the same companies were simultaneously partners and competitors: Google built out a dedicated VR division under Clay Bavor, then chose to sell its own Daydream headsets against the very hardware partners it supplies software to. A best-practices consortium is one way for rivals to coordinate on basics without ceding product ground.
Valve's absence is the telling detail — the company behind the dominant PC VR distribution layer sits outside the group, leaving the association representing headset makers but not the storefront and tracking ecosystem much of PC VR runs on.
