A profile of Pavel Durov's older brother Nikolai, who is reportedly still in Russia and is responsible for Telegram's encryption standard MTProto protocol

Nikolai Durov, who is also wanted by cops in France, is responsible for the messaging app's encryption standard.

Politico Eva Hartog

Context & Ripple Effects

French authorities had already reportedly issued a warrant for Nikolai alongside Pavel Durov, making the technical co-founder's role more consequential than a standard executive profile. The account ties that legal exposure to the reported joint warrant and to a core piece of Telegram's technical architecture.

The profile arrives after Pavel Durov's detention in a French investigation centered on alleged criminal activity enabled by insufficient moderation. It also follows reports that the cryptology aspect of the case concerned US encrypted-messaging companies, broadening the stakes beyond Telegram's content policies.

First-order effects

  • Nikolai Durov's reported responsibility for MTProto puts Telegram's encryption design and the person associated with it under sharper public and legal scrutiny.
  • Telegram must contend with a narrative in which questions about platform moderation and questions about its privacy technology are increasingly intertwined.

Second-order effects

  • Other encrypted-messaging providers will read the French cryptology angle as a signal that liability debates may reach technical design choices, not only operational moderation decisions.
  • The reported warrant for a protocol architect raises the governance value of documenting who controls, maintains, and can explain critical security infrastructure.

Third-order effects

  • If enforcement continues to focus on both platform leaders and encryption architects, privacy-oriented services may face a more direct collision between decentralized technical stewardship and jurisdiction-specific accountability.
  • The longer-term boundary between legitimate encrypted communications and a platform's duty to mitigate abuse is likely to be tested through investigations of both product operations and cryptographic systems.

The trend: Encrypted messaging is becoming a focal point for enforcement efforts that increasingly examine both platform governance and the technical systems that underpin user privacy.

❤️ Thanks everyone for your support and love! Last month I got interviewed by police for 4 days after arriving in Paris. I was told I may be personally responsible for other people's illegal use of Telegram, because the French authorities didn't receive responses from Telegram.

@durov It was alarming to see. Glad you're ok.

Telegram changes policy, saying it will moderate group chats and private chats. This gives us a better idea of what the French case is all about: https://www.theverge.com/...

I'm still trying to understand what happened in France. But we hear the concerns. I made it my personal goal to prevent abusers of Telegram's platform from interfering with the future of our 950+ million users. My full post below. https://t.me/...

Fascinating choice of words, because only 1-to-1 secret chats (which must be manually enabled) is actually end to end encrypted and thus client controlled.  —  All group chats are visible to the server.  That's where the interesting code changes will be.  [embedded post]

Telegram quietly updates FAQ, removing: “All Telegram chats and group chats are private amongst their participants. We do not process any requests related to them.” [image]

My fear is that Telegram, in its infinite wisdom, is going to make itself the precedent-setting case study in messenger privacy. Which is hideous because they've never really offered it — by their own very deliberate choice.

My position on Telegram moderating its larger channels and group conversations is pretty neutral. They should probably do that. But private conversations are private, except for self-reported abuse by the participants.

A slightly more accurate take on this story is that Telegram will now hand over your private chat, rather than moderating it. Which makes perfect sense if they have the content and are bound by various laws. [image]

Telegram may start “moderating private chats.” This seems like a decision that would only be possible in a non-E2E messenger. https://www.theverge.com/...

Just like that, Big Censorship won.

I personally don't care since I always assume someone's reading my chat if they wanted to, but this seems like an important PSA.
