Project Ara has been on borrowed time for over a year: Google pushed its market test back to 2016 after dropping Puerto Rico as the launch venue (delaying the pilot into 2016), then in May reorganized the effort out of ATAP into a standalone business unit with developer units promised for Q4 2016 and consumer sales in 2017 (spinning Ara into its own unit).

Now sources say Google has suspended the plan to ship its own Ara phone entirely — but may keep the interchangeable-component technology alive by licensing it to partners rather than killing it outright. That makes this less a cancellation than a retreat from first-party hardware, four months after Google publicly committed to shipping.
