Totoki had become PlayStation/SIE chairman in the fall when Ryan's exit was announced. And then became interim CEO in April once Ryan was gone. As of June 1, the new roles kick in, and Totoki again becomes SIE chairman

It's worth noting that Sony did come off a record breaking sales period. I also speculate at least some people are holding off to buy a PS5 until pro releases (probably 10-20 percent of sales, maybe?) But yes, gaming industry is in a bit of a slump right now.
