After an uproar, the Arbitrum Foundation plans to break up a controversial governance package into separate votes, including on its 750M ARB token allocation
Arbitrum will hold a standalone vote on its 750 million token allocation. — Join the most important conversation in crypto …
CoinDesk Danny Nelson
Context & Ripple Effects
Arbitrum had just set a course to distribute ARB and transition the Layer 2 network toward DAO governance through its planned ARB airdrop and DAO transition. The dispute tests how that transition operates when a foundation proposal combines several consequential decisions.
The governance question matters beyond tokenholders because Arbitrum had already been positioned as infrastructure for applications, including Reddit's Community Points migration to Arbitrum Nova. A process seen as accountable can affect confidence in the network's decision-making layer.
First-order effects
- The Arbitrum Foundation will replace a bundled governance package with separate votes, giving DAO participants a distinct decision on the 750M ARB allocation.
- The allocation faces standalone scrutiny rather than being decided alongside unrelated elements of the original package, while the foundation must run a revised proposal process.
Second-order effects
- Separating the votes raises the burden on the foundation to explain and defend the allocation on its own merits, and gives governance participants a clearer signal of support or opposition for that specific use of ARB.
- For projects building on Arbitrum, the episode makes the timing and legitimacy of network-governance decisions a more visible operational consideration as the DAO transition proceeds.
Third-order effects
- If similar disputes recur, token-governed networks may move toward narrower, more modular proposals for treasury and token-allocation decisions rather than omnibus packages.
- The broader test is whether governance can provide meaningful checks on foundation-led execution without making upgrades and ecosystem funding excessively difficult.
The trend: This is one instance of blockchain networks shifting from foundation-led launches to more contested, process-driven tokenholder governance.

6/ Regarding the on-chain transfers of 50M $ARB tokens, 40M $ARB tokens have been allocated as a loan to a sophisticated actor in the financial markets space. The remaining 10 million has been converted to fiat and dedicated towards operational costs.

1) Today I looked into what's happening at Arbitrum and what I have found was not very encouraging to say the least. (As someone who holds 1.4mil $ARB) 1. The team moved out 750,000,000 $ARB on the 16th of March 2. The team then proceeded to send out funds to Binance on the 23rd …

Arbitrum foundation made a proposal (AIP-1) to allocate 750M ARB tokens for admin and op costs, but $ARB holders voted against it Now they said the vote was just a formality, and they have already spent 50.5M (6.7%) of the proposed 750M $ARB Your vote is not vote https://twitter.…

1/ There's a very lively discussion on the Arbitrum governance forums regarding AIP-1. Decentralized governance is working as intended. We are all one community and fierce public discourse will yield the best outcomes. 🧵👇

Vote is underway for @arbitrum to steal 750m $ARB from treasury for its “Foundation” to hand out “Special Grants”. No votes on these grants. No mention of security or oversight. 3 ppl control the Foundation. This is a SLUSH FUND for Arbitrum VCs. Total embarrassment. https://twit…

I just want to clarify: There is NOTHING decentralized about Arbitrum or Optimism. Just because you can use a network without permission doesn't mean it's decentralized. Both can halt the chain, modify any code, censor any transaction, freeze any wallet, or steal from the DAO.

My perspective on the first @arbitrum proposal AIP-1 TL;DR - Split up the omnibus proposal into multiple separate proposals - Clarify key aspects around the Administrative Budget Wallet - Reduce the minimum threshold for proposal creation https://forum.arbitrum.foundation/ ...

arbitrum drama seems overblown (as an already dumpedoooor) yes they should've ratified in the airdrop claim rather than separate gov proposal but costs insane money to prep for a token launch and very dumb to witchhunt against the people that just airdropped you free money

So Arbitrum wanted to allocate 750M $ARB to their foundation. It was voted down by the community, but yet they've already sold 50M tokens because the vote was just a “formality”. Not sure why they suddenly need to cover “admin expenses” now after years without having a token.

There seems to be a lot of confusion with regards to what the foundation did wrong. First, no sane person is against the Arbitrum Foundation operating. Second, the Arbitrum foundation shoul 100% receive their 7.5% of tokens over time.
