By late 2015 the pressure on New York's meter-and-medallion machine was already measurable: Uber's affiliated cars had grown to 14K, edging past the city's 13.5K medallion cabs, and the industry itself was building an answer with Arro, its own no-surge hailing app. This pilot is the regulator's side of that response — letting the fare itself move off dedicated hardware.

The timing matters: within two weeks Flywheel would announce TaxiOS, a smartphone system replacing the meter, payment, navigation, and dispatch stack, betting that the Taxi and Limousine Commission would license exactly this kind of software substitution.
