In February, Microsoft had already signaled it would open its platforms wider, letting retail Xbox Ones become dev kits ahead of universal app support in November. Today's two SDKs extend that logic to the biggest gap in the Windows ecosystem: the absence of mobile apps, which is why developers have skipped Windows 10 phones.

The move also starts a pattern of incremental Store liberalization that keeps recurring in this coverage — from repackaged Win32 desktop apps in 2016 to the Store revamp allowing unpackaged Win32 submissions years later.
