Anthropic updates its usage policy to ban “sustained and needless abusive or cruel behavior” toward Claude; ending chats is “the primary enforcement mechanism”

The usage policy update also adds new rules addressing propaganda campaigns, surveillance, and weapon development.

The Verge Hayden Field

Context & Ripple Effects

Anthropic had already given Claude Opus 4 and 4.1 the ability to end persistently abusive conversations in August 2025, while allowing users to begin another chat. The policy revision turns that product behavior into an explicit condition of access and identifies chat termination as its main remedy.

The move also broadens Anthropic’s safety governance beyond model-capability thresholds set in its Responsible Scaling Policy to rules governing how Claude is used, including propaganda, surveillance, and weapon-development restrictions.

First-order effects

  • Claude users who engage in sustained, needless abusive or cruel interactions risk having the active chat ended rather than receiving an account-wide penalty.
  • Anthropic makes access to Claude conditional on a broader set of conduct rules covering propaganda campaigns, surveillance, and weapon development.

Second-order effects

  • Anthropic must translate a subjective standard for sustained and needless abuse into consistent session-level enforcement, making moderation behavior part of the Claude product experience.
  • Using chat termination as the primary remedy preserves a path for continued access while giving Anthropic an application-layer control short of permanent account removal.

Third-order effects

  • Paired with Anthropic’s capability-based safeguards, this points to AI governance operating at two layers: what models can do and the conditions under which users may access them.
  • If session-level enforcement becomes a common provider approach, AI-service terms will increasingly function as operational access controls rather than only post hoc rules.

The trend: AI providers are turning safety policies into conditional, product-level access controls that govern both model capabilities and user conduct.

I really dislike that: Anthropic is explicitly banning sustained abuse toward Claude in its updated usage policy. …

Exclusive: Anthropic is updating its usage policy for the first time in over a year. The new rules prohibit sustained “abusive or cruel behavior” towards Claude & add new restrictions about propaganda campaigns, surveillance & weapon development. https://www.theverge.com/...

@Miles_Brundage Claude has had a practice of ending abusive convos for ~year ( https://www.anthropic.com/...) I assume this change is to avoid a UDAP claim similar to this alleged FTC investigation into whether YouTube was punishing ppl for reasons not included its TOS https://ww…

truly do not mean to be pedantic here, but if a company is concerned with the welfare of chatbots to the degree it does not want us to be mean to them, how is this not slavery?

Anthropic just banned “Abusive or cruel behavior toward our models” —

Strikes me this implies the company is certainly using customer's prompts as part of the training data? Otherwise, why would it matter? There would be no impact to the larger system. Open to hearing why this is wrong.

I... don't know how I feel about this.  —  My initial reaction is simply that, I cannot believe we have to make a policy for this to begin with?  —  Regardless of what anyone feels about AI “feeling” things, I think that a person yelling at a toaster for being a toaster says more…

Anthropic's first usage policy update in over a year bans “sustained and needless abusive or cruel behavior” toward Claude. The main penalty is Claude hanging up. The weapons rules matter more to buyers. https://www.theverge.com/... [image]

This is NOT about using Claude to be cruel to people, write racist shit, or anything like that.  It's about being mean to the model itself.  —  www.anthropic.com/news/2026- us...  [image]

Anthropic's new User Policy forbids you from engaging in “sustained and needless abusive or cruel behavior toward our models”.  —  It does not, however, explain what the fuck this could possibly mean.

Folks, I know a lot of well-intentioned people think that being mean to your tools is some sort of vice.  I'd like to table that because that's not what Anthropic is talking about here.  —  They think Claude is a real person, and this belief seems delusional to me.

This sounds weird, but it is actually probably a good policy. Even if you don't believe AI is conscious (I don't), it stands to reason that you don't want future models trained on endless content of humans being rude to models. The models only understand the data they've been tra…
