Nevada's earlier 10-vehicle cap on Tesla's robotaxi permit imposed airport and other restrictions after Tesla sought a far larger fleet. The new authorization replaces that narrow opening with a substantially larger Nevada deployment ceiling while also admitting Waymo and Uber.
