Waymo’s paid-trip volume has expanded from more than 10,000 weekly rides in May 2023 to more than 50,000, then 100,000, across its early operating cities. By late 2025, it had also introduced opt-in driverless freeway trips, broadening the types of journeys it could serve.

The trip-data study adds an operational measure to that growth: a larger share of fleet miles is now spent carrying riders rather than repositioning or otherwise operating empty. That matters because utilization, not just fleet mileage or ride count, determines how much productive service Waymo gets from each vehicle.

First-order effects

  • Waymo is converting more of its driving into passenger service, with occupied-mile share rising from 36% to 56% over the study period.
  • Higher occupied utilization should improve the economics of Waymo’s existing fleet and make added service areas or vehicle deployments more productive.

Second-order effects

  • As Waymo captures a greater portion of usable ride-hailing demand—as seen in Austin after its launch—Uber and other ride providers face stronger pressure to integrate, compete with, or differentiate from autonomous fleets.
  • Operational support remains a constraint alongside utilization: Waymo’s reliance on trained human assistance and on-demand roadside work means higher vehicle activity can also increase demand for these support networks.

Third-order effects

  • Robotaxi competition is shifting from proving that driverless trips can operate to optimizing fleet utilization, coverage, and exception handling at scale.
  • If occupied-mile gains persist while human intervention needs fall, the durable advantage may accrue to operators that combine autonomous driving software with dense dispatch, maintenance, and roadside-support operations.

The trend: Robotaxis are entering an operational-scaling phase in which utilization and service reliability increasingly matter as much as autonomous-driving capability.
