Oracle’s infrastructure expansion has already been paired with unusually large financing plans: it said in February it would raise $45B–$50B to add cloud capacity for AMD and OpenAI, following a $25B bond sale for its AI buildout. The new arrangement extends that buildout from servers and facilities to a critical input: on-site power capacity.

The commercial backdrop is Oracle’s previously disclosed large cloud agreements, including a contract expected to add more than $30B in annual revenue starting in FY28.
