Not really sure why PLA related schools are not allowed to submit papers either. Wouldn't it be informative to see their research? The papers of the other presenters will be online anyway....

A fairly strong stance (recommend Chinese scientists to provide no service, no submissions, and removing #NeurIPS from the recommended conference lists) by the China Computer Federation on the decision of @NeurIPSConf to prohibit certain institutes on the US sanctions list.

CCF(China Computer Federation) advises us not to engage with NeurIPS in any way — including submitting, reviewing, or ACing. They are even considering to remove NeurIPS from the CCF list. I'll also stop submitting this year — though admittedly I don't have a paper ready anyway. […
