The EU designates Pornhub, XVideos, and Stripchat as Very Large Online Platforms under the DSA, facing stricter rules to verify ages and stop illegal content
The VergeJon Porter
Context & Ripple Effects
The designation moved three major adult platforms into the DSA’s highest oversight tier, making child-safety and illegal-content controls a platform-governance issue rather than a purely national age-checking dispute.
Pornhub, XVideos, and Stripchat must adopt the stricter VLOP compliance framework, including age-verification and illegal-content risk controls.
EU regulators gain a clearer basis to demand documentation and assess whether these platforms’ safeguards meet DSA obligations.
Second-order effects
Compliance spending and product design will shift toward auditable age checks, risk reporting, and moderation processes; platforms that cannot demonstrate them face greater enforcement exposure.
The designation establishes a regulatory pathway that was later used in priority child-safety investigations involving several adult platforms, increasing pressure across the sector rather than only on the three named services.
Third-order effects
If enforcement persists, access control is likely to become a core operating requirement for large adult platforms in Europe, with service availability increasingly tied to demonstrable safeguards rather than voluntary policies.
The later preliminary findings on child protection suggest the DSA is evolving from a disclosure regime into a test of whether platform risk systems produce measurable protection for minors.
The trend: This is part of the EU’s broader shift toward treating large online services as accountable operators whose access, safety, and transparency systems must withstand regulatory review.
Pornhub will now have to write a formal risk assessment on the site's impact on the exercise of fundamental rights in the EU and the potential for on-platform disinformation to affect civic discourse. This will be one of the weirdest pieces of legal work ever undertaken.
33,5 bn visits on Pornhub in 2018. That's X4 how many we are on this🌍. Pornhub, Stripchat & XVideos have a huge responsibility. As #VLOPs under the #DSA they must: 👉fight #illegal content eg child sexual abuse / #deepfake porn 👉protect #children e.g. with age-verification
Today we designate 3 additional very large online platforms. Pornhub, Stripchat and XVideos meet the user thresholds to fall under stricter #DSA obligations. Creating a safer online environment for our children is an enforcement priority under the DSA.
This is very interesting... remember that in the UK we have the Online Safety Act, and that @Ofcom, who are currently demonstrating they're incapable of regulating such an open-and-shut case as GB News, will have to deal with all this...
This more than doubles the number of European platforms labeled VLOPs under the DSA. XVideos (founded in Paris in 2007, and now registered to a Czech company), Pornhub (founded in Canada, but now headquartered in Cyprus), Stripchat (also now Cyprus). 1/
