So far, @Cloudflare data hasn't observed any clear changes in Internet traffic or latency in potentially affected areas of the region, including Djibouti, Egypt, Kenya, and Tanzania, following reports of submarine cables damage in the Red Sea.

Let's talk about the “Houthis cut subsea cables near Yemen” story that is making the rounds. At least one submarine cable appears to have suffered a fault this weekend: SEACOM. As far as Houthi involvement, no reliable sources have emerged to confirm this part of the story.
