I love this middle finger to Google. “Messages by Google” is not RCS, and this communication from Apple makes it clear by mentioning the actual RCS standard multiple time. Apple RCS will be standard but not compatible with “Messages by Google”

Apple plans to adopt the GSM's RCS messaging standard by releasing a software update “later next year”, bringing iMessage-style features to cross-platform texts
In a surprising move, Apple has announced today that it will adopt the RCS (Rich Communication Services) messaging standard.
Apple calling it “RCS Universal Profile” shows that they want to implement the actual protocol, where SMS are routed by the carrier, unlike “Messages by Google” routing them through Google server under the Patriot Act. (as an European that matters to me)
