Bessent tells @CNBC he believes USTR will launch a Sec. 301 probe into Canada's digital services tax, which could lead to tariffs. But he also says Trump could simply impose tariffs under IEEPA. The 301 is more durable, but IEEPA is much faster—unclear, to me, which is in play.
