I would not be surprised if Jensen already knows this will not pass regulatory approval.  This acquisition attempt may serve another purpose: delaying Groq's progress and weakening competition while they are kept in a “preparing to be acquired” limbo.  Like a whale swallowing a fish only to release it later, but in the meantime, the fish has lost its school.
