This is surprising to everyone who forgot that we built plenty of fabs in the US in the 1980s and 1990s. My hometown had a few nearby. Somehow all this history faded and everyone thinks we can't do this work in the US at all.

One of the core issues at larger, mature tech companies is that the top brass at the VP level are made up of org builders and org executors.  That is their core skillset and usually the kind of person that got promoted into those jobs is someone who has mastered it.  The truly visionary folks won't come up in that environment.  They'll get frustrated by the org builders earlier in their career and join or found startups instead.
